Their article provides an overview of Commonwealth contracting in the context of information technology and other complex service procurements, primarily by  identifying and discussing some of the key negotiable terms and conditions.  Mr. Warren and Ms. Scarboro seek to inform the reader of some of the larger issues in government information technology and complex service contracting by describing both the process that currently exists and suggesting options to improve that process.
